二、申請(qǐng)人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18號(hào)和財(cái)政部財(cái)庫〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。(4）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。

(c)本項(xiàng)目的特定資格要求：3、從事城市園林綠化項(xiàng)目的施工企業(yè)，應(yīng)持有效的營業(yè)執(zhí)照
4、人員配備要求：需包含園林項(xiàng)目負(fù)責(zé)人（園林專業(yè)中級(jí)職稱）、安全員、質(zhì)量員、材料員各1名、中級(jí)園林綠化工1人，必須為園林綠化施工單位人員。
5、項(xiàng)目負(fù)責(zé)人：必須為園林綠化施工單位人員。負(fù)責(zé)人須具有《園林綠化施工企業(yè)項(xiàng)目負(fù)責(zé)人質(zhì)量安全生產(chǎn)考核合格證書》，且無在建項(xiàng)目記錄。項(xiàng)目負(fù)責(zé)人在履行合同過程中發(fā)生變更的，如變更后時(shí)間未滿半年，不得參與本標(biāo)段投標(biāo)。
(c)Specific qualification requirements for this program:?3. Construction enterprises engaged in urban landscaping projects should hold valid business licenses. \ n4. Personnel allocation requirements: It must include one project manager for landscaping (with intermediate professional title in landscaping), one safety officer, one quality control officer, one material officer, and one intermediate-level landscaping worker. All personnel must be from landscaping construction units. 5. Project Leader: Must be an employee of the landscaping construction unit. The person in charge must hold the "Certificate of Quality and Safety Production Assessment for Project Managers of Garden Greening Construction Enterprises" and have no record of ongoing projects. If the project leader changes during the performance of the contract, such as within less than half a year after the change, they shall not be eligible to participate in the bidding for this section
