二、申請人的資格要求 2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小微企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)。（本項目屬于建筑業(yè)）

(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small, medium and micro enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (c)本項目的特定資格要求：3、持有有效的營業(yè)執(zhí)照和安全生產(chǎn)許可證；4、具有市政公用工程施工總承包資質(zhì)三級及其以上資質(zhì)；5、擬派項目經(jīng)理具有市政工程專業(yè) 貳 級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設工程項目的項目經(jīng)理。

(c)Specific qualification requirements for this program:?3. Hold valid business licenses and work safety permits; 4. Possess a Grade 3 or above general contracting qualification for municipal public works construction; 5. The proposed project manager should hold a second-level or higher registered constructor professional qualification in municipal engineering, possess a valid safety production assessment certificate, and not be concurrently serving as the project manager of any other ongoing construction project.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
