3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競爭的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在中國國際招標(biāo)網(wǎng)（網(wǎng)址：******）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on ****** (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8） 投標(biāo)人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見招標(biāo)文件第一冊第四章格式IV-9-2）。
The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One).
（9）中國境內(nèi)投標(biāo)人須提供的營業(yè)執(zhí)照副本復(fù)印件；中國境外投標(biāo)人的公司須提供注冊證明文件復(fù)印件。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.
******************事務(wù)所審計(jì)的2021/2022/2023年財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021, 2022 and 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（11）投標(biāo)人自2020年至今所投辛烯醛氣相加氫催化劑在中國境內(nèi)年產(chǎn)10萬噸辛醇及以上丁辛醇裝置上至少有5個(gè)有效業(yè)績。 (業(yè)績清單格式見第六章附表2)。
有效業(yè)績的確認(rèn)條件須滿足以下條件：
加蓋投標(biāo)人公章（如為國外投標(biāo)人只需被授權(quán)人簽字）的合同復(fù)印件及發(fā)票復(fù)印件, 須體現(xiàn)合同蓋章頁、采購數(shù)量等信息。
Bidder must have at least five(5) valid and effective experience on Gas-phase hydrogenation catalyst with same model as this bidding supplied to 100KT/A Butanol and Octanol Plant in China since January 1, 2020. (the Format of Relevant Experiences List is as per the Attachment 2 of Section Six).
Conditions for confirmation of effective performance:
a)The copy of the contract and invoice with the official seal of the bidder(if it is a foreign bidder, it only needs to be signed by the authorized person) shall reflect the information such as the contract seal page, the purchase quantity, specification etc. b) If the end users of multiple contracts are the same corporate entity, it shall be deemed as a valid performance, and the catalyst loaded must operate stably at full load for more than one year in the acrylic acid plant.
（12）法定代表人授權(quán)書（格式見招標(biāo)文件第一冊第四章，格式IV-8），公司法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney(the format is as per Section 4 Form IV-8,ITB Volume One)，Certificate of identity of the company’s legal representative and the Identification Card of the authorized representative; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
